They don't have the industrial base to replace their modernized tanks at the rate they're losing them (and that's before we factor in sanctions and the fact that many relied on components from western countries) so they're reactivating stuff that's been mothballed for decades because they'd rather have outdated tanks than no tanks at all. There's a contemporary example going on right now with the Russian invasion of Ukraine except it's happening with the Russians. Regardless, the use of different patterns of armor is especially not weird given that the Human-Covenant war was an absolutely apocalyptic conflict for Humanity and every piece of kit that works is going to get pressed into service even if it's a bit obsolescent because of the incredible rates of attrition the UNSC was facing and the outright loss of industrial base to the Covenant onslaught. The US used the M14, some nations used the G3, and some nations used the FAL. It's sort of like how in the early Cold War, NATO standardized on 7.62x51mm but that didn't mean everyone used the same pattern of rifle. Likewise, it's also possible that both patterns of armor are being manufactured at the same time due to whatever requirements being made by UNSC procurement being met by two different manufacturers with two different patterns of armor. The Operation: SPEARBREAKER DLC for Halo Wars 2 focused on ODSTs from the Spirit of Fire fighting on the Ark and there's art where both patterns of helmets appear in the same fireteam. They haven't explicitly given different designations to each pattern but there are sources from within games that show them alongside each other. It's very likely one is a newer production variant that's either easier/cheaper to make but there's enough of the older pattern in storage that they use whatever is on hand.
